Note that the ranking changes over time as the Model ranks each council placement as against the National Rate of Offence in that particular offence type. The colour scheme is explained below:

Zero Risk: No Crimes Reported - 0

Low Risk: Less than National Rate - <1x
National Risk: Equal to National Rate = 1x
High Risk: Up to Twice the National Rate - 2x
Very High Risk: Between Twice and up to Five times the National Rate - 2x to 5x
Extremely High Risk: Over Five times the National Rate - >5x
